Integrated Treaty Model

TCETSA’s T.R.E.A.T.Y. model is an award-winning integrated service delivery model that focuses on solutions to fostering Indigenous community advancement.

The TREATY Model, nominated for the Premier’s Award of Excellence, has three key outcomes:

  • innovations in service delivery;
  • collaboration among partners; and
  • coordination of services to improve cost effectiveness.


TCETSA has demonstrated that there is an untapped supply of a younger First Nations workforce. With a coordinated client assessment process, retraining, employment transition support to off-reserve jobs and access to meaningful employment, TCETSA First Nations has been providing employers with workers to help meet the region’s future workforce needs.

Following this Model, a variety of innovative programs have been developed to target specific barriers to employment.

*Please note: All of T.C.E.T.S.A.’s I.S.E.T. Sub-Agreement Holders are located throughout the North-Eastern section of the Treaty Six borders within Alberta.
